A total of 266 townships have been certified as International Cittaslow or Slow City in the world (up to September 2020). So far, there are four certificated Cittaslows in Taiwan, namely Dalin Township in Chiayi County, Fenglin Township in Hualien County, as well as Sanyi Township and Nanzhuang Township in Miaoli County. However, “Dalin Township” is the only Cittaslow having long-term supports from university in same area.
Enthusiastic Participation from one Group of University Professors
As the saying of a western proverb goes, “Constant dropping wears away the stone,” and the spirit of “The foolish old man who removed the mountains” in a Chinese fable, which could have been best to represent the spirit of the University Social Responsibility (USR) project of Nanhua University. It was an interdisciplinary Professional Learning Community (PLC) held in 2012 when they obtained the interdisciplinary project from the Ministry of Education for the first time. “At that time, I was only a cir of one department in Nahua University and did not have many experiences with the local community. Being encouraged by professor Ming-Chao Lin, I applied for the problem-oriented trans-displinary plan known as (Society, Humanity, Society [SHS] project) from the Ministry of Education”, professor Jun-Hong Lin mentioned. “In all other universities, the projects were hosted by their presidents directly, whereas our newborn project was performed by only a couple of young professors in that year. We dashed forward”.
“At that particular moment, many energetic professors spent a whole night discussing that special project and building the categories of courses. With power from the bottom to top, we were full of enthusiasm”, professor Yueh-Chiao Yeh recalled the time when we started our professional learning community.
In the beginning, those professors just contacted with local community and even could not tell the differences between “locality domain” and “laboratory”. They still tried to spend their time consulting and learning from seniors in local areas. Additionally, they also challenged the management of local communities by changing the teaching profiles in ecology and agricultural courses.
Building a Better Community in Cittalslow Dalin
Professor Chen-Yin Chen mentioned about that “Slow Movement” can highlight their characters of small towns. “Slow Food” is just like a vehicle to get local agricultural products on the dining tables and can be attracted by their concepts for environmental protection. This idea triggered the Dalin Township being as a Cittaslow after participating the worldwide Slow Food festival (Terra Madre) in 2013.
Promoted by Cittaslow International, the main goal is to integrate the concepts of “Slow Food”, “Slow Travel” and “Slow Living” into life of local community. There are “seven macra areas”, “eight principles” and “72 requirements” for the certification of town. The framework of the seven areas of Cittalsow is energy and environment policies, infrastructure policies, quality of urban life polices, agriculture and artisan policies, polices for hospitality, awareness and training, social cohesion, and partnerships. These rewuirements? were coincided with the 17 indicators of the Sustainable Development Goals (SDGs) adopted by all United Nations General Assembly. Professors Che-Yu Hsui and Yu-Hai Wang also introduced this important discipline to Dalin township and devoted themselves to guide Dalin to Cittaslow. Most importantly, they encouraged the major of town to express their superiority and distinguished features and finally qualified as international Cittaslow Dalin in 2016.
Spread Effects of Slow City Lifestyle Building Better Community with Small-town Charm
Professor Che-Yu Hsui mentioned that these new ideas can be provided to local governments via co-operated with universities. It not only can improve placemaking and strength the image of lifestyle. Without the certification of Cittaslow, the requirements of being Cittalsow also can be used for promoting the quality of township lifestyle with small-town charm. “Building a Betterm Community” is regarded as the objective of the promotion of slow city implication.
There are patterns that can be established in local communities. For example, “Core region of small township” is a township business type that establishes the operation mode integrated with literature and history, community narration, volunteer training, and action. “Form of agricultural community” aims to establish ecology-friendly agriculture with the indicator of a farmland tree frog, establish ecological tourism, and train volunteer guides to drive the joint promotion of young farmers and interested farmers to spread it to neighboring communities.
With these experiences, Nanhua University has assisted forpreparing and holding the annual meeting of the Taiwan Slow City Alliance. In the future, these experiences of social practice will be brought overseas, and students will be led to Thailand to teach social practice courses so that they can cooperate with sister schools in Thailand—a New South Policy country with “Ecological Agriculture”, “Slow food and slow Travel” and other experiences; thus, we spread them to the rural communities in northern Thailand.
Continue the Next 10-year Objective
Nanhua University, which is located in Chiayi County Dalin Slow City, is the most important part in the township. Through the interactions with different people in local communities, the relationships between Nanhua University and Dalin Township will become closer. All our team members would expand their enthusiasm to other professors in universities, and allow more partners to enter this locality domain. We look forward to solving the dilemma encountered with multiple cooperation and implementing the main spirits of USR project.
