"When the written discourse in an academic paper becomes the possibility of fulfillment of local development on the real land, the paper writing becomes the implementation of practical action. There is a sense of steadiness and pride that touches oneself, because actions speak louder than words."
During a meal session, a teacher in the team shared the thoughts about implementing the USR project for nearly three years. Where does the "temperature" come from? I thought about it, in addition to teachers, students and local residents joined hands and interacted with each other to put into practice the meaning of "shared social goodness" in self-growth, which is the source of this warm heart.
Temperature Source 1: local design practice of "empowerment"
People are the protagonists in the local construction and sustainable development, and "local empowerment" has become an important key to the development of tribes and communities.
Jialan Tribe is the site where the project has been implemented for nearly 3 years and good interactions have been developed with the local area. The project is not only for tree-climbing training empowerment and assisting students and residents in obtaining relevant certificates, but also continues to have students stationed in leading recreational activities and designing community tours. When the young students from National Taitung University are sweating under the sun, carefully instructing children to climb trees or offer guidance to tourists, they truly stand on the ground and grow together with the place, and achieve sweet empowerment results for themselves and Jialan. Who says young people are strawberries in the greenhouse?
On the other hand, this shared empowerment between local residents and students has also affected the reflection and actions of some local residents. As the chairman of the Community Development Association said: "Interacting with tourists made me realize that I need to learn more culture and stories of my own tribe". Tribesmen participating in the project also began to support the public fund system, and the operation of the association has become more powerful. When the tribe's taxi driver was receiving tourists, he also began to enthusiastically recommend his tribe, and contacted the association to arrange tribal guided tours and related activities. "We finally can allow tourists to enter the tribe where we live. I am really happy that tourists are not just looking around, but experience the tribe led by our people." The driver said with pride on his face. Through the local design foundation of "empowerment", the tribe can achieve initial results in Jialan. The shared empowerment of residents and students has become a possibility for local development.
Temperature Source 2: recreational activity design practice of "cultural power"
Tribes and communities are micro-societies with their own cultural uniqueness. The discovery of local resources not only has the significance of cultural preservation but also creates an opportunity to show the place to the outside world. It is a cultural translation that can be felt by residents and event participants and has become an important issue in practice.
In the empowerment of Wuling tribe's river tracing activity, after discussing with the tribesmen, we decided to integrate the traditional Bunun tribe's pasibutbut (chorus of Bunun) into the waterfall environment of the river tracing. The beautiful singing voice of tribesmen and the sound of the natural environment echo the valley to create a natural soundscape. Such an experience is like what the local youth who participated in the empowerment said, "This kind of training process inspires me to better understand the place in which I grew up. The pasibutbut (chorus of Bunun) drifting in the canyon enables us to think about how to integrate our own culture into the local environmental characteristics and provide an alternative exhibition of own culture. I think it is difficult for me to forget such an experience". In the Fushan Fisheries Resources Conservation Area, after discovering that there was a traditional fishing industry for milkfish fry, they imitated the tradition to produce a pair of fishing nets. In several tourists guided tour activities, tourists operated fishing nets curiously and happily. It is believed that these tourists have created the memory of Fushan fishery culture by "doing it themselves." The integration of culture into the operation of recreational activities makes local characteristics an unforgettable and sensible local experience. Such cultural "empowerment" becomes a kind of creativity-creating self-meaning belonging to all participants.
Temperature Source 3: social design fulfillment of "responsibility"
Fulfillment of social responsibility is the core of the USR project. While university teachers and students put their knowledge into practice in local development, it is also an important public issue to cultivate the civil society literacy of residents, teachers and students. Only when the sense of "responsibility" is integrated into literacy, can the opportunity to form a civil society be created.
In the process of promoting unpowered marine recreational activities in the project site of Fushan Fisheries Resources Conservation Area, in addition to experiencing marine and safety education, the concept of marine environmental conservation is also integrated to put into practice the environmental responsibility of tourists and students for sustainable tourism. The teachers of the team are aware that marine garbage not only destroys the beauty of the beach, but also pollutes the underwater world. Therefore, the National Taitung University Ocean Conservation Volunteer Team was established was established to provide professional training for students and local residents, as well as to clean up underwater garbage, so that empowerment objects can build the quality and practical ability of environmental protection from the actual practice. This fulfillment of social "responsibility" has also been recognized by local residents, who spontaneously initiated beach cleaning activities. Hopefully, the good fulfillment of "responsibility", which can be expanded from teachers, students, and residents to tourists engaged in experiencing to make the sea cleaner and the marine ecology richer. In this way, tourism is not only safe for people, but also protects the environment and promotes the sustainable development.
In the future, our Y project will continue with the design practice of "empowerment", "cultural power", and "responsibility" of "rift valley (Wuling), coast (Fushan), and Nanhui (Jialan)" to enable local culture and industry integrate young people's creativity to drive the local economy, as well as to strengthen the "respect" for the local, "no trace" environment and "self-actualization" to build a model of responsible tourism that "benefits" all parties. Hopefully, the temperature of fulfillment can continue to spread to more tribes and communities in Taitung.
