Xinpu was defined as the "back garden of Hsinchu County" in the Hsinchu County National Spatial Plan. It is responsible for the regional roles and functions of the production and leisure. The Xiaoli River, which runs across the entire Xinpu area, supports Xinpu agriculture. An important water vein for the production, so it is called the mother river of Xinpu. There are mostly Hakka settlements along the riverside. Although natural and human resources are abundant, the lack of overall planning, water pollution, incomplete mass transportation system and low accessibility has led to the continued decline of communities and the loss of traditional culture. Looking around, it is either abandoned farmland or tea gardens full of weeds, or old farmers with hunchbacks. In order to fulfill the social responsibilities of local universities in Hsinchu, Chung Hua University began to implement the USR plan of the Ministry of Education in 2016. The site is the Xiaoli River Basin. After understanding the needs and vision of the community, the team took stock of the development issues of the settlement and studied it. The corresponding action plan is proposed to work with the community to improve problems of water pollution, tea garden abandonment, industrial decline, the outflow of young and strong population, and lack of labor.
In the first phase of the plan, we worked hard to find partners to cooperate with the university's learning courses, put forward ideas for the actual environmental issues and resource types of various industries, and tried to bring innovative thinking into the community, by learning by doing and work with the community to create Xiaoli Creek as a learning field for humanities and ecology.
After the implementation of the first phase of the plan, it was found that many substantial environmental improvement designs could not be implemented. The main reason was that the rural settlements themselves were economically disadvantaged and did not have sufficient funds and professional manpower to implement environmental improvement projects. Therefore, in the second phase of the plan, we continue the previous action plan, researching and developing countermeasures from the four aspects of the field, product, marketing, and education, with special emphasis on product development and marketing, and assisting in the integration of small and scattered industries Joint marketing and establishment of Hakka innovative brands. The field extends from the Xiaoli River to the pre-determined land of Dadunshan Leisure Farms, trying to increase the attractiveness of tourism and leisure through the model of the industrial alliance.
The important industries in the Dadunshan Leisure Farms are located along the Zhu 13th road, including the most important persimmons, pears, organic vegetables, persimmon dyeing, and cactus gardens in Xinpu. Different from the Qingshui and Jupu communities in the first phase plan, where only elderly people participate in this plan. The FuHsiang Cactus Garden and Weiweijia Persimmon Sightseeing Farm in the Dadunshan area have begun to have younger generations to take over. They are different from their fathers in industrial innovation. The idea is no longer stuck to the traditional conservative model. Take Yan Guowei of FuHsiang Cactus Garden as an example. After ten years of constant running-in, the founder of the garden has gone from intervention and warning to gradually letting go, let young children try to bring leisure and environmental education into the original "production and sale of cacti". It also allows us to see the opportunity for the reappearance of Dadunshan! Yan Guowei, the protagonist of this local history story, can be said to be a soul man in driving local industries. Through this interview, we heard him talk about his ups and downs after taking over the business on the farm, the right way to the development dilemma, and opportunities facing the rural industries.
The founding of FuHsiang Cactus came from Guowei’s father’s obsession with cactus plants since he was a child. In order to achieve his dream, he opened the first succulent plant garden in Hsinchu County 40 years ago. "Taiping Wo", where the garden is located, is located in the topography of a mountain valley. In the early years, it was called the "Killing Wo" because of the " aboriginal harassment", and later it was renamed Taiping Wo. Because of the terrain, there are few natural disasters and it is very suitable for the growth of cacti. Unlike Dadunshan’s important persimmon industry, which is subject to seasonal restrictions, FuHsiang can operate all year round, which also increases the garden’s competitive advantage. Guowei, who was migrating hometown ten years ago, after long-term compromise and communication with his father’s traditional business philosophy, actively introduced Dutch industrial technology, including, greenhouse environmental control, smart management, and made breakthroughs from production to sales. The transformation of mechanization has also greatly reduced the need for manpower.
Seeing the reality that it is difficult for a remote country to fight alone, Guowei and surrounding industries have established the Dadunshan Leisure Farms Development Association through the Rural Rejuvenation Plan of the Council of Agriculture and launched a 572-hectare leisure farms plan. Hopes to establish an industry alliance model and currently has 47 members. The Leisure Farms Plan is about to be passed, but the external traffic is still a problem. The main external traffic line Zhu 13th road is too steep, which is not conducive to electric bicycle activities. It must rely on the configuration of the shuttle bus. In addition, there is only one legal homestay named Fucheng Garden in the whole area, how to meet the accommodation needs is also a top priority. The association’s expectation for the university is to provide design creativity, cultural design, IG promotion, and live broadcast introduction. The currently completed web design, and guided publications, YouTube short introduction and camp activities are the preliminary results of the USR team of Chung Hua University. As for how to design light travel activities for different age groups, planning and designing the Dadunshan industry as the education field, and collaborating with the learning courses of the Curriculum Guidelines of 12- Year Basic Education, is the direction that the association and Chung Hua University are working hard!
