The USR project of Tzu Chi University uses Hualien’s recovery and Wanrung Township as the practice field. Through local co-learning, it assists in the inventory of local resources and guides the teachers and students of the USR class to try to solve local problems through cross-domain and issue-oriented learning. The main axis is "Cooperative Economic Promotion", "TCU Certified PGS Initiative" and "Green Marketing and Sustainable Tourism" to assist local creation and promotion.
In terms of "cooperative economic promotion", we hope to support green production and a sustainable environment through conscious consumption, and achieve responsible production goals. At the end of 108, the Hualien County Shizai Sustainable Consumer Cooperative was established to connect consumers and the production side through consumer education and PGS consumer participatory guarantee certification system. Ecological and environmental health-based cooperative education and cooperative field operations were achieved, and expansion was achieved Responsible spending power. The physical store is used as a multi-functional field. One is to provide students with internships. Through the course, cooperatives are used as the target to discuss how to plan and design a store, providing students with a real field for learning to operate and sell. Secondly, it provides a direct sales platform for farmers. Farm products are directly supplied to consumers through the team's control, which greatly reduces the distance between the place of production and consumers. By linking consumption and production, a local circular civic economy will be formed, which will help funds flow back to the countryside and practice local creation. To promote cooperative education to promote Tzu Chi kindergartens, Tzu Chi primary and secondary schools and the Department of Psychosomatic Medicine, Tzu Chi University Social Workers, Nursing, Medical Technology, Human Hair Department, etc., a total of 20 local small farmers have cooperated with, and the results have been fruitful.
Regarding the "TCU Certified PGS Initiative", with the wave and demand for sustainable development, the international organic agriculture movement has evolved from "Organic 2.0", which only relies on third-party certification, to emphasize "transparency, traceability, trust, Participate in "Organic 3.0", of which the "Participatory Guarantee" PGS certification system is an important tool of "Organic Agriculture 3.0". On the basis of the development of consumer cooperatives, the USR team of TCU further promoted the PGS certification system of TCU. Its content and process were confirmed by two expert seminars, and passed by TCU’s executive directors meeting in September 2020, emphasizing producer organization "Tzu Chi University PGS" participated in peer review and consumer training. The content includes two phases of "threshold project" and "additional points project": in addition to the use of chemical pesticides and fertilizers, the threshold project also prohibits the use of plastic straw mats and silver-gray cloth to reduce plastic pollution in farmland. Add the indicators of the sustainable development goals SDGs. The first phase of Tzu Chi University’s PGS will take the Tzu Chi Foundation’s three production and marketing teams and transportation and marketing cooperatives in Fengbin Township, Guangfu Township, and Wanrong Township as a pilot project to assist farmers in establishing a peer review mechanism; and through consumer cooperatives Education and promote the participation of the "Food Safety Jury" in the review. Farmers who have obtained Tzu Chi University’s PGS certification will have priority listing rights for “consumer cooperatives” and receive sales assistance to fully implement Tzu Chi University’s social responsibilities.
The most important aspect of the USR plan is field practice. Based on the empirical evidence of the aforementioned re-local economic model, the curriculum guides teachers and students to stay in place and learn together in the local area, and use the third main axis "green marketing and sustainable tourism" to assist recovery The township promotes local creation, reverses the disadvantages of the "midway station" and lack of industrial brand recognition in the past, and responds to the vision of local creation and stocktaking of local DNA consensus camps, hoping to establish a Guangfu brand to promote local industries. The main promotion strategy is to take inventory of the "culture, ecology, environment" related to the industry and the local area, and to consider brand positioning in the three directions of differentiation, meaning, and belief. Through the planned site courses and the student service team to learn together with tribal communities in the practical field, we will jointly count more than 60 food, agriculture, tourism, accommodation, and other industries and tourism resources in Guangfu Township, and think with the locals to find the recovery the special of Guangfu.
Through the three main axes of the USR plan, from the demonstration of the innovative model to the local implementation, it is hoped that the grounding of general education and problem-solving-oriented innovative learning will be promoted in the school, and it will be able to assist local creation in the field of practice to achieve charity.
