I am a yong ching (youth from Yong'an). I live in Yong'an District, the northernmost small fishing village in Kaohsiung. Every early morning, when I open my eyes, there is always a determined figure that comes into my sight. That's my father. He rushes to the fish farm to feed the fish fry while the sun and the rooster have not risen and crowed yet. It will be cheerful to him if the weather is fine throughout the year. Similarly, he will also be upset by the terrible weather. My father once asked me, "what do you want to do in the future?" I told him, "I want to improve the fish farms in our village in order to amass a large fortune!" But, he always said, "it is no need to do that, you kid deserve a better future. Raising fish is not only tough but without prospects."
After graduated from university, I returned to Yong'an. One day, I was looking at the fish farm, and it turned to gold in the sunset. The sea wind was kissing my face, and the sound of water pumping was lingering in my mind. I asked myself, when will my promise come true?
Interactions between the Lanes in the Fish Farm and Provincial Highway 17
Provincial Highway 17 is a way home. What's more, it's a way that connects cities and the villages. Living in a remote area, only through this highway can we see the outside world. When young locals left their hometown to seek jobs, an "outsider" came in. He is Uncle Ting, a fashionable man with a baseball hat. With odd confidence, he said he will change Yong'an. Since that day, to find out the problems, he visited the farmers frequently. To be honest, it is weird for urban people who wants to visit this quiet fishing village. What does Uncle Ting really want to do?
As Uncle Ting came to Yong'an several times, my father began to believe in him and confided to him the hardships of life among the fishing village. It is said that Yong'an has relied on outsourcing plants to manage the fishery for years. Consequently, the profits become low while the costs remain high. And we have to grin and bear it. During this conversation, I saw my father who feels like crying, and starts to consider about who will understand the fishermen's hardships?
Uncle Ting says, actually, everyone understands the problems of the fishing village, but no one is willing to help. The geo- and industrial structure have caused youth to move out of the fishing village. The old generation often said that many hands make light work. However, without young labors, there will no opportunity to an industrial economy. Uncle Ting hopes to retain young people for Yong'an. For me, his words are as imaginary as viewing things through rose-tinted spectacles. Everyone knows that it is always easier said than done. I don't believe in him until I witness Yong'an's changes with my own eyes.
Yong'an Fishermen's Dreams and Hopes
Since fishermen's careers are heavily depended on weather, they are powerless in facing natural disasters, sharp decreases in yield, and supply shortage. Compare to them, I don't submit to fate. I want to stand out, and I need to find a way out. I start to try aquatic product processing, which was strange to me. Though I'm good at raising fish and catching fish, I don't know what is processing?
Through Uncle Ting, I get to know Ms. Hsieh, a lady of wisdom and beauty. After consulting and communicating with her, my thinking is wider. Understanding the methods of researching and developing new products can not only catch the eyes of consumers but find new solutions for aquatic products within a limited preservation time. The products that seemed not to be expectable now is renewing, and it may bring Yong'an an opportunity to revive at the same time!
"Don't be afraid, it's OK for you don't have labor. We can have a co-working with my team." This is what Uncle Ting and Ms. Hsieh often said. They have lightened this depressing environment and accompanied with us to chase the dream that we have never dared to think of.
Guiding the Establishment of the Processing Plant and Moving towards Industrial Upgrading
January 16th, 2020 is a special day for Yong'an. It marks the opening ceremony of the processing plant of Yong'an Fishermen's Association.
We finally own our aquatic product processing plant. Not only is the processing cost reduces and the fishermen's income increases but it also brought job opportunities to the youth in Yong'an. Amid the laugher of the crowd, I notice the familiar faces of Uncle Ting and Ms. Hsieh.
I find out that in the beginning, the Fishermen's Association was preparing a processing plant, and the commissioners were looking for experts to consult, and then Uncle Ting and his team showed up accidentally! They devoted three years to assist the Yong'an Fishermen's Association so the dream of a processing plant can be built from the ground up. They supervised and gave their counsel many times, watching the erection of each pillar, the construction of each wall, and the planning of each space. They accompanied "it" to grow up.
I ask Uncle Ting, why do you put so much effort into Yong'an? He gives me a mysterious and sunny smile:
I'm not from Yong'an, but I work for Yong'an. What I hope is to write an everlasting story for this fishing village.
Where is the Future of Yong'an?
Huang Ying, the Director General of Fishermen's Association in Yong'an, once told me that as long as Yong'an has its own processing plant, it can send fresh aquatic products directly to process. In the near future, the processing plant can process three metric tons of grouper each day and store 40 metric tons of fishery in the frozen storage. It is estimated at the output value that will be increased by 600 million NTD annually. Increasing the production of grouper while adjusting and marketing fishery production can help the development of the Yong'an grouper farming industry. In addition, Yong'an Processing Plant is applying for HACCP certification to implement the Taiwan Agriculture and Food Traceability System to improve the quality insurance of fishery products. Also, a traceable supply chain for aquatic products will be established to maintain food safety among customers.
The industrial growth in Yong'an's is delightful! I understand that it is still a long way to be sustainable, but the length of the road depends on our determination. At least, I have tried to move the first step, and keep my original intention to find the future of the Yong'an's industry and ultimately fulfill this promise to my father.
