1. Project Goals Since the end of 2004, Stu-Te University has transformed the Hengshan old camp into a "Hengshan Co-creation Base" in line with the development of industry, government, and academic co-prosperity and local needs. It was developed through the Hengshan USR project supported by the Ministry of Education and accumulating six types of success Experience-field practice, including Theme Workshops, Educational Dreams, Monographs, Design Competitions, Industry-academic Innovation and Development and other related activation projects. It was a cross-border and cross-domain operation of the Hengshan Co-creation Base and supported by the publicity of higher education into the talent training of "Yanchao Green Innovation". It is a diversified, brand-new cross-border connection model, and create new cooperation between industry, government, academics and communities. The relationship extrapolate the construction of the highlights of the Sanhuan District of the Kaohsiung-Pingtung-Penghu-Taitung Region. It had effectively promoted the co-prosperity of Kaohsiung Academy/Yanchao University Town. They were extending the deep cultivation period in 2020, through two main axes: main axis I. Hengshan 3 Innovation Service Design Center, and main axis II. Yanchao Education Dreaming System with cross-domain courses and multiple theme action plans to form communities, schools, and enterprises. It innovated and integrated the platform, fulfilling five primary goals of the project, with full attention and construction, including "Activation of Idle Space under Population Reduction, "Effective Linkage of Broken-chain Industries", "Reconstruction of National Education and University Resources", "Higher Education Talents for Local Use", "Cross-level Industry Alliances" and "Design and Innovate Value-Creation". 2. Execution Strategies and Practices With the progressive view of modernization, the development of a one-dimensional society has caused Taiwan today to be in a state of imbalance such as low birth rate, declining population, aging society, and urban-rural gap. Moreover, Kaohsiung Yanchao is located in a non-urban planning administrative region, which is a relatively rural geographical environment. Only after the merger of Kaohsiung counties and cities in 2011, Yanchao has been located in the core area of the urban and rural development area. It coupled with the dividends of the higher education industry of Yanchao University Town. Moreover, it had unique development of "CAD-331" and high price opportunities: 1. C+A+D Creativity + Aesthetics + Designability. 2. A soaking model that integrates the four of "retaining students, industry-university development, Yanchao network chain, and circular economy." 3. Generating DNA social genes-using "C•A•D" energy to promote "3 births • 3 education + culture." Integrate the characteristics of STU School of Design, this project played the role of Hengshan USR in green creation, implemented the publicity of higher education with an innovative teaching model, and had achieved a cross-border platform and demonstration highlights to create synergy. For instance, the main axis I. "Hengshan 3 Innovation Service Design Center" promoted seven action plans, based on the School of Design, connects professional teachers of the School of Management and Information, and jointly built the Hengshan Academy of Industry, Government and Education Alliance. Furthermore, main axis Ⅱ. "Swallow's Nest Education Dreaming System" connected the national education system with the Yanchao University City. Through Yanchao Junior High School, 6+1 primary schools, school administrative teams and other organizations, the student associations and parent careers were extended, and the idle field had been activated. 3. Project Spotlights The Hengshan USR project used the Hengshan Co-Creation Base as a platform, and in coordinating with the Kaohsiung City Government's CPR positioning responsibility, it gradually realized the "Kaohsiung Academy" project initiated by the Kaohsiung County Government in 1994 and the Kaohsiung City Government Maker City" cross-bureau innovation policy. It carried out CSR + USR highlights, integrated institutions, communities, education, and industrial resources in the Sanhuan District of the Kaohsiung-Pingtung-Penghu-Taitung Region with multiple action plans. As a result, it had built a CAD-331 green cycle mechanism for local creation: (1) Co-creation platform for the transformation of the old camp in Hengshan University Town / Hengshan Craft Micro-settlement. (2) Establish Hengshan 3 Innovation Service Design Center / Promote the Regional Action Plan concerning the Sanhuan District of the Kaohsiung-Pingtung-Penghu-Taitung Region / • 2020 Taiwan Furniture Original Exhibition (Ⅱ)-"One Building One Furniture. Integrated Design 4.0" Expo • 2020 Taichung Design Week "One Building One Furniture" Integrated Design 4.0 Micro Expo • Cross-domain Senior Designer Furniture Research Class (Ⅰ) • 2020 South-Taiwan Furniture, Industry-Academic Elite Design Soka Workshop • Woven Weaving Technique Seed Teacher Class (Ⅰ), (Ⅱ) • 2020 Hengshan creative theme workshop LOVE Hengshan series of activities (3) 2020 Hengshan Art Festival and Themed Market (Ⅰ), (Ⅱ) / Yanchao Local Festival (4) Establish the Yanchao Educational Dream System-Yanchao Junior High School / Core Hall, 6+1 Primary Schools / Satellite Hall (5) Promote the transformation of Yanchao District Offices to "Yanchao Vision Hall". 4. Benefits and Achievements (1) The project established cross-border business creativity, aesthetics, and design, supporting 3 Students, 3 Education + cultural kinetic energy. It extrapolated the highlight creation and activation activities in the Kaohsiung-Pingtung-Penghu-Taitung Region and practicing the specific benefits of dual-spindle green innovation. It gave full play to the publicity of higher education to implement school characteristics and innovative teaching. Finally, in the "Quality Education" Outlook Project participated in the development of value creation, realizing ideals with the government, the community/industry, and the university. (2) Hengshan USR has accumulated successful cross-industry and cross-domain experience and promoted the practice of "green creation" with dual-axis integration. For instance: Ⅰ. Hengshan 3 Innovation Service Design Center: It involved Field Practice, Theme Workshops, Monographs, Design Competitions, Brand Certification, Industry-university Cooperation, Policy Innovation. Ⅱ. Yanchao Education Dream System: It corresponded to the 108 General Education Guidelines, the development of local primary and secondary school-based courses and highlights.
