More than a decade, the Community Forestry Team of National Pingtung University of Science and Technology (NPUST) has dedicated to the rural villages, with the commitment and aim to develop local economy with the dual approaches of under-forest economy and ecotourism by making full use of Satoyama resources, and connecting the "forest-river-village-neighborhood" in indigenous townships. The ideas and goals of local practices are initiated and corresponding to the United Nations Sustainable Development Goals (SDGs).
In 2018, with the support of the University Social Responsibility Program sponsored by the Ministry of Education, the Community Forestry Team brought cross-disciplinary specialists together, on the basis of traditional tribe intelligence, to develop a sustainable under-forest economy in which human activities prosperously coexist in harmony with the forest. This program aims to assist Wutai indigenous villagers to be self-sufficient in food and to advance towards the competitive six-grade industry. It is expected that the indigenous tribe is able to achieve a self-sufficient lifestyle, to improve the disaster recovery capability, and to embrace a highly environmental resilience while facing the extreme weathers incidents or even life risks.
During the implementation process, the research team combined the expertise in food science, agriculture production, animal science and so on, to boost the production, processing, and sales of the agricultural and livestock industry. The tribe's diversified agriculture and livestock industries have been advanced towards a stable and steady level, showing the great integration of traditional knowledge and modern technology. The projected site was located at Wutai Township, Pingtung County, which is the main cultural hub of Western Rukai. The total area of the township is about 280 km2, with the average altitude above 1,000 m, and nearly 98% of forest coverage rate. There is neither railway/ highway systems nor large-scale constructions in this area, making its indigenous tradition completely intact.
Most of the villagers were forced to move to flatland owing to the invasion of Typhoon Morakot in 1998. Not only the ecological environment was destroyed but the precious Western Rukai culture likely disappeared. Even if the tribe has moved to permanent houses on flatland, many of them still desire to return to their hometowns for farming or living. Therefore, how the indigenous tribes develop after the disaster is the most important issue that the villagers must face.
By taking appropriate under-forest economy as the core mission, and connecting local demands and talent cultivation, the Community Forestry Team firstly kicked off an under-forest economy teaching site on the campus of National Pingtung University of Science and Technology, and set up an under-forest economy demonstration zone in the tribe. Furthermore, the team also made a cross-domain teaching team, through in-campus cross-discipline courses, practical teaching models as well as varieties of industrial and academic experts, in order to train both college students and villagers. The main goals are two folded by bringing professional knowledge and technology on the ground and developing a friendly forestry production model in accordance with local conditions. After the inauguration ceremony of the capacity center of the "Forest Bee Farm and Timber Mushroom Farm" in 2019, it has been a formal training center for understory economy, and a showcase of the solid implementation of the university social responsibility.
The Community Forest Team has accomplished the following outcomes:
1.Dedicated to the understory economic and industrial tests based on the professional and energetic academic researches
The test and teaching sites of beekeeping, shiitake mushrooms and understory chicken farms were launched with the support of the National Pingtung University of Science and Technology's agricultural majors and the Taiwan Forestry Research Institute, Council of Agriculture. These aim to cut the technical gaps to achieve understory crops and to flourish the tribe's economic development with its characteristics and advantages of Satoyama.
2. Enabling students to participate in real local sites through innovative practical studying modes
With the support of the University Social Responsibility Practice Program of the Ministry of Education, the Community Forest Team has built four teaching sites including Daren shiitake mushrooms, forest beekeeping, and understory chicken farms on campus. Through the general courses and conferences of the department as a promotion platform, students are recruited to form an "under-forest economy study team" to participate in the construction and management of the understory economic. Three study goals are embedded. First, to lead students to learn the industrial knowledge of understory economics and furthermore, to guide students into the tribe and learn how to play the role of guidance, companionship, and introduction of resources. Third, with the learned forest management and under-forest economy skills, students would assist villagers to flourish its tribal industry and develop its Sotoyama deep economy.
3.Making Wutai Township's economic development under the forest produce actual contribution or value
The Community Forestry Team uses 5 strategic steps to promote the under-forest economy in Wutai Township, including achieving tribal consensus, forming an interdisciplinary team, establishing the teaching site, capacity building for industrial talents, and establishing an understory maintenance organization. These have resulted in current several outcomes of 5 tribal bee farms, 1 tribal chicken farm, 2 vitalized mushroom houses, 3 understory Anoectochilus test farms, 3 traditional Angelica sinensis sites in Adiri, Labuwan, Karamemedesane, and kinulane Villages in Wutai Township. In addition, more than 25 villagers have learned new production skills of rooted economy, and are keen to develop unique under-forest economic models for their home villages.
4.Building a network of understory economic community and expand its social impacts
The Community Forestry Team is also the only community forestry center in Taiwan. Community members from all over the country who are interested in developing an environmental-friendly, organic and under-forest economy are encouraged to establish an under-forest economy site for their own. Via the platform formed by the community forestry center, everyone can easily find appropriate under-forest economy promoting factors that fit them best for guiding and spreading out to surrounding communities. Therefore optimally the local villagers can learn the understory economy related basic knowledge nearby.
