“10%”
This is the approximate percentage of individuals with intellectually disabled (ID) who continue to receive education or get employed after they graduated from school. About 90 percent of people with ID become invisible in the society. Many of them can’t go to care center. The only option they have got is to go back to their home. Their own family members take care of them, as if they are taking care of children that will never grow up. This is a process that might burn out the caregiver's entire life.
Though being among us, these families are barely noticed by us.
"Thank to the government’s family care service for the adult person with ID, I get to work without worry." said prof. Yu-Chih Huang, director of Special Education Center(SPEC). Having a sibling with intellectual disability, Huang takes on the burden of caretaking after her parents passed away. It is exhausting to give care and to have a full-time job at the same time. Services like daycare centers, adult foster care, small-scale sheltered workshops cannot fully quench the need of these families.
Trying to meet the needs, National Pingtung University lead by President Yuan-Guang Gu cooperates with Department of Social Affairs of Pingtung County Government, enterprises and local parent’s group: Pingtung Intellectual Disorder Association (PTIDA). Pingtung University also offers “Adult person with disability care Industry Program.”
“Self -Advocacy of people with ID”
Since 2019, Prof. Li-Yuan Chen has been leading students of the program to cooperate with PTIDA. The project is matching students with adults with ID, assisting the youths to find out and to fulfill their dreams. Adults with ID living in institutions have dreams just like everyone else, the only difference is that they need more support.
Prof. Chen considers that it is the best time to learn when students actually enter the institution. The project has three important steps. First of all, students have to communicate with adults with ID, listening and verifying things these youths want to achieve; Next, students interview the parents, social workers, and caregivers in order to know their clients' capability and habits; Last of all, they draw out implementation plans and lead the adults with ID step-by-step to achieve their goals.
The students and 3 adults with ID had held an outdoor concert. Many kinds of people attend. The cheers and applause from the crowd gave the families and ID youths a brand-new perspective of seeing themselves. They were no longer isolated from the community.
Additionally, Professors and students from Department of Computer and Communication design some digital teaching materials like monopoly game and somatosensory game for the youths to learn living skills by playing.
Life in institution is often boring and unchanged. Thankfully, these adults with ID find new prospects of life through this project. This project brought them new perspective and give students an internship. By caring about these neglected adults with ID in the society, the students fulfill their social responsibility.
“Physical care for adults with ID”
Many adults with ID are often troubled by the deterioration of body functions.
For this need, Prof. Ru-Yin Zhang from the Department of Special Education and Prof. Su-Xi Chen from the Department of Physical Therapy of Fooying University leading the students to develop a physical training module for rehabilitation functional movement for adults with ID.
These activities have done more than expected. Some youth with ID have low participation and pay less attention to classes. After training, social workers found these adults can follow the teacher’s instruction. Their attention improves and becomes more stable in emotion.
The professors and students from the Department of Physical Education have also developed an aerobic dance teaching material to enhance the cardiovascular function of these people. Music is a good material that attracts them to exercise.
These teaching materials with videos will be taught to the staff of the institution and will become part of the regular courses for the adults.
This year, there are 19 students finish “Prevention and Delay of Disability Program” and will obtain license issued by Ministry of Health and Welfare. They can participate in caretaking industry in the future.
“Creating a friendly environment for people with ID”
Adults with ID have various needs, but people do not often understand them, making these people the forgotten pieces of the society.
In view of this, Pingtung University and PTIDA have tried many things together in the last three years. Prof. Jia-Ying Li from Department of Applied Chemistry and Prof. Jin-Jia Ye from Department of Cultural and Creative Industries have improved the products of PTIDA so as to financially support their organization. Prof. Lu-Feng Huang from Department of Leisure Management is forum charge of building a friendly environment. The Community Counseling Center also provides counseling services to the caregiver and training programs to psychologists.
Prof. Huang often says that what she does is paving the way for her future self. What life will be like when we get old? Depending on the way society treats people with disabilities and the elderly, one can get a glimpse of it. There are still few people in Taiwan who oppose being neighbors of the adults with ID, because they believe that adults with ID are a negative impact on their lives. We hope that the interaction between persons with ID and society can establish a friendly environment. Let us pick up the forgotten pieces among us.
